That is definitely a matter of opinion and subject to much bias. However, recntly published on MSN travel website was a list compiled by major experts ranking safety, quality of life, stability of institutions, beauty etc and all the Scandinavian countries came in the top 10 and Helsinki came in 1st place. Many people would prefer a tropical island paradise.
