"54-40 or Fight" was a campaign slogan used in 1840s by American President James K. Polk. It was a set of coordinates, regarding the Oregon Territory on the West Coast of North America. 54-40 was where America wanted to draw the boundary between themselves, and Canada (Great Britain at the time). After winning Presidency, Polk settled the boundary with the Oregon Treaty in 1846, which made the line at the 49th parallel.
I'm not aware that he did. The Adams-Onis Treaty of 1819, between the United States and Spain, gave Florida to the U.S. and set out a boundary between the U.S. and New Spain (now Mexico).
On the West, the border was set along the Appalachian Mountains; On the South, the political boundary with Spanish Florida; On the North, the political boundary with French Canada.
