• In 2002 Baltimore ranked third and Philadelphia ranked sixth.
• In 2005 Baltimore ranked sixth and Philadelphia ranked 18th. A three times improvement over Baltimore must be important. Hold on, it is not yet time to start cheering. Those numbers are terrible when studied closer. Philadelphia had 25.6 murders per 100,000 residents which is 4.57 times the National average. A Claim of not being the Murder Capital of the World does very little to encourage tourism and even less to stem the flight of residents to the suburbs or to some Utopia in another state. A further consideration is the flight of capital and jobs which acts as multiplier to the problems in an urban environment.
• Number One in American Historical sites is worthy of recognition. A great museum and art complex is worthy of note, a city with a wildly diverse community and excellent dining is worthy of praise. A city that missed out on being the Murder Capital of the World by a few misplaced cadavers here or there deserves no Vote of Confidence.
