You can. Nevada is not the only state where casino gambling is legal (ever heard of Atlantic City?). Casino gambling is legal in 20 of the 50 U.S. states, although Nevada is the only state where casino gambling is legal statewide (instead of being restricted to certain areas).

Children are permitted in the casino public walkways but are not allowed to be near slot machines or gaming tables. You are allowed to carry open alcoholic beverage containers on the street, but not in a vehicle. So NO you can't gamble in ANY casinos in Nevada if you are under 21, it's according to gambling laws in Nevada.
