It depends on where you mean and when? Oxford Street can be quite crowded, but it is the busiest shopping street in the World. Westminster is busy with tourists during the day, but beautifully quiet in the evenings and at the weekends.

It also depends on what you are comparing London to? It's a lot more crowded than the countryside, but not that different to Paris, or the city centres of Manchester, Liverpool etc.
