To climb Mount Everest you need to buy a permit from the local authorites. If you are climbing from the South side this will be Nepal and from the North side it will be Tibet.
To climb on Mount Everest from the Tibet (North) side there is no minuim age but from the Nepal (South) side you have to be 16.
