George McClellan gave him the most problems. But Halleck was also a big disappointment in the top job, and had to be replaced eventually.

After the victory over Confederate forces at Chattanooga in November 1863, President Lincoln was convinced that the Union finally had a general who could crush the Confederates. In March of 1864 Lincoln brought Grant to Washington and gave him command of all Union armies.
The Union Army's victory at the Battle of Sharpsburg (Antietam) gave Lincoln the confidence.
Union General US Grant was promoted to the rank of Lieutenant General by President Lincoln in March of 1864. Grant was only the second US general to hold this high rank which gave him control of all Union forces. Previously only George Washington held this title.
Union General George B. McClellan's narrow victory over the Army of Northern Virginia gave President Lincoln his opportunity to issue the preliminary Emancipation Proclamation. The irony of better said, the paradox of McClellan's victory allowed Lincoln to fire the general who won the battle.
Major General George G. Meade is perhaps the most underrated general from both sides during the US Civil War. With hardly any notice, President Lincoln gave him command to chase General Lee into Pennsylvania. Lincoln replaced Hooker with Meade and gave him the difficult task of defeating perhaps the best general in the US Civil War, that being General Robert E. Lee.Meade's clear defeat of Lee at the Battle of Gettysburg, saved the Unions neck in a manner of speaking. No historian has ventured to suggest any other Union general, including Sherman or Grant that could have beat Lee at Gettysburg. Lincoln's critique of Meade, was unfair. Lincoln as example did not critique either generals Sherman or Grant, despite their own failures and mistakes.

Burnside.An Alternate Answer:On March 11, 1862, Lincoln relieved McClellan as General-in-Chief and took direct command of the Union armies.On November 2, 1862, Lincoln named Ambrose E. Burnside as Commander of the Army of the Potomac, replacing McClellan.
The capture of Atlanta helped Lincoln's campaign for re-election. Many people in the North had been upset with the long duration of the war. Sherman, however, showed that definite progress was being made toward victory. Union voters re-elected Lincoln in a landslide.
What was bad news for the South was good news for the North. Having said that, General Lee learned that in February of 1863, President Lincoln was able to have Congress put some $900 million into the war effort and Congress authorized Lincoln to raising three million new soldiers. This did not happen, however, Lincoln did receive the funds and the Union's recruiting efforts and the draft gave the Union a larger army.
According to Grant's own memoirs, Lincoln himself, no one else, gave a Grant a copy of the announcement Lincoln would the next day present. Lincoln did this as he was aware that Grant was not especially a man of "words". By doing this he gave Grant the chance to prepare for his own remarks in accepting the military post.
