Sheffield is generally better - it is part of the Russell group. Sheffield is set in a nice, green city, whereas Portsmouth is a bit rough.

Sheffield also has quite high entry standards, with some subjects asking for an A at A Level of the subject you want to study, but I know somebody who got into Portsmouth to study maths with CCD at A Level. His D grade was in maths. This just shows how poor the university standards are at Portsmouth. Sheffield asks for ABC with an A in maths. This is the university where I am applying to.
