If you are in your own country...your flag is on the left as you look at the flags. If you are hosting a foreign country, their flag would be the first on the right (as you look at the flags)..then alphabetical from there on.

There really isn't a limit. However many will fit is okay. The bigger challenge is making sure you are flying them in the correct order. Most places will limit it to three, the US flag on the top, the state flag below it and then a company or organizational flag below that.
