Shogun
The shogun had the overall most power. However, the Daimyo's (Lord's) who were 260 strong were just below him. After that the samurai's came in. Think of it as the Shogun is the president, and the Daimyo's are the governors of the states.
Japanese feudalism
The consuls held most of the power.
Feudalism allocates most power to local lords, who then report to and pay tithes to a king, but they king generally has very little hand in how the lords run their fiefs.

Shogun reigned Japanese medieval society. Even though there was an Emperor, the Shogun held the real power. There were several Shogunates but the most recent is the Tokugawa Shogunate which reigned over 200 years and kept a tightly controlled isolationist society and helped flourish Japanese culture.
"Theocracy" means that power is held by religious leaders.
