I'm not sure that it is- walkers, climbers and the adventurous tend to prefer the more mountainous regions as it provides them with a challenge and allows them to see parts of the country that most visitors don't get to see. But I think that in general, it's simply because the lowland areas are easier to get to, have a better public transport infrastructure, and more amenities and activities.
