It does have an Emperor and a Prime Minister. However, the Emperor does not have any power at all. While in England, for example, the Parliament has almost all the power, the Queen does have some decision-making power. In Japan, Emperor Akihito does nothing but sit on the "Chrysanthemum Throne" and greet foreign dignitaries.

Naoto Kan is the current prime minister of Japan. It is he who has all the executive power, like the United States President.
