William Sayle was the leader of the settlement at Albemarle Point in South Carolina. He'd previously been the governor of Bermuda.
Albemarle Point was the original settlement established by English colonists in 1670 in present-day Charleston, South Carolina. It was chosen for its strategic location on a peninsula at the junction of the Ashley and Cooper rivers. Albemarle Point was later abandoned in 1680 in favor of the more defensible location where Charleston now stands.

There was no one "founder" of Charleston, SC. What happened was that Charles II of England granted the chartered Province of Carolina to the Lords Proprietors who were his loyal friends. That was in 1663. In 1670, the first settlement was arranged for and committed, and Charles Towne was established by several shiploads of settlers from Bermuda under the govenor William Sayle. They first settled on Charles Towne Landing (Albemarle Point), but after looking around they moved to Oyster Point (the Ashley-Cooper penisula) in 1680
