I would have to say Sweden because of their pioneering usage of pikemen as an offensive weapon. whilst somewhat outdated against the largely musket armies of Europe, the prevailing (if waning) sword-warrior military culture of japan at this time was rather more outdated, and indeed facing criticism in japan itself.
