First of all Germany has Chancellors not Prime Ministers. From 1918 to 1919 there was a revolutionary period. On November 9th 1918 Chancellor Max Von Baden gave his office to Friedrich Ebert who served as the head of government for three months as the German Empire ended and the National Assembly gathered for the first time in February 1919. During that time he did not use the title of Chancellor.
