Emperor Hirohito was the quasi-leader/puppet of a miliatry state of Japan. Franklin Roosevelt was the US president through most of the war until he died in 1945 and was succeeded by Harry Truman.
Hirohito remained the Emperor of Japan until his death in 0001.
Japan is powerful, and they have their own resources. They are not on the list of countries the United States provides foreign aid.
It was the President decision to end the war and collapse Japans means to make war.
The US stopped Japans isolation in the 1800's by direct military action. The new Japanese government then went about westernising Japan. Ironically US intervention in 1800's Japan, lead to WWII.
The ironic thing about the bombs being dropped on Japan is that the Japanese military leaders did not consider them any different than the incendiary bombs dropped. To them they did the same amount of damage. They were not motivated to give up. Emperor Hirohito finally put his foot down and surrendered despite the military leaders. Hirohito thought the US had more when they did not. The US did have the ability to totally wipe out Japan however.
During World War II, U.S. leaders, officials, scientists, and others debated using the atomic bomb on Japan primarily because of the moral implications of such an attack. They were concerned as to whether they would be justified in using such a destructive weapon -- against which there was no defense. Moreover, they were concerned as to what the future implications might be if they were the first to unleash such a weapon into the world.

By July 1942, the Japanese had already attacked the US and the war was already underway. Before the war began, the US had various war plans for the possibility of war with Japan. But none of these war plans included a US attack on Japan to start the war. All US plans assumed that the Japanese would start the war in one way or another, usually with a Japanese attack on the US forces on the Philippines. The US President had specifically told the US Army & US Navy leaders not to cause a war with Japan by accidental or intentional military action.
Some were farmers, lawyers, and military leaders.
The same way that US officials are chosen after World War 2 General MacAurthur set up a democracy still used in Japan. The government has the three branches of government as the US. If you understand how the US government works it's easy to break down the Japanese system.
