There ARE freeways in Russia, especially in the larger cities and the MKAD (the main ring road in Moscow) was recently widened. What Russia doesn't have yet, and I'm sure there are plans for one, is an intercity network. Probably such a network hasn't been constructed yet is because Russians don't do a lot of long-distance driving, and the distances between major cities is DEFINITELY great.

Usually during rush hours, freeways become really congested. Especially the I-10 freeway and the I-405 freeways become extremely packed.
