There is probably far more variety now, but in USSR days almost the only cars on the road there were official vehicles made in Russia by highly-standardised state-owned, governmentally-planned factories that had little if any time or opportunity for individuality. Black was the uniform colour of the official car fleet, and black was all that was available - but it's worth pointing out that it was also the colour of official limousines in many Western countries too!

The Ford Model T was produced in Red, Blue, Grey, & Green from 1908 to 1912. From 1912 to 1914 all cars were painted grey with black fenders. Black was not available until 1914 when all cars from then until 1927 were painted black.
