He was in the process of fleeing from the murderous Queen Jezebel (1 Kings ch.19), and decided to go all the way (40 days' journey) to Horeb in order to petition God concerning the situation he and his people were in. On the way, God provided a miracle (the fact that Elijah survived all that time on one meal), which showed God's apparent approval of Elijah's intent to go to Horeb. See also:
This story is in 1 Kings.19. The length of time that God spoke to Elijah on Mt Horeb is not given in the Bible, but from the story, Elijah 'lodged' in the cave on Mt Horeb while God spoke to him. God spoke to him 123 words and a 'still small voice'; perhaps over a day or two. But more important are God's words to him rather than the length of time he took to speak them.
