It is part of mercantilism. If England made it illegal for colonist to make these goods then they would have to buy them from English manufacturers and a dependence would be developed between colony and mothercountry. It can also be interpreted as keeping a colony from rebelling because that colony would not have the industrial means to produce the goods that England forbade them from producing.
