Euro-Americans sought statehood for Montana Territory primarily to gain greater political representation and autonomy in governance. They believed statehood would facilitate economic development, attract more settlers and investment, and provide more control over local resources. Additionally, achieving statehood was seen as a way to solidify their rights and interests against the backdrop of federal oversight. This push was also driven by a desire for social and cultural recognition as a legitimate and integral part of the United States.
Not enough votes for statehood delayed it. The people who didn't want to make Tennessee a state were mostly from the Cumberland settlements. They didn't want taxes to increase.
The territory/region must have its own constitution and government and a population of at least 60,000, and they have to want/request statehood (like Puerto Rico did on December 11, 2012). Then the U.S. Congress must vote in favor of statehood. For an existing state to split into two states (like Massachusetts did in 1820 and Virginia did in 1863), the original government, the new government, and the U.S. Congress must all agree to it.

I want to say the big question was whether or not the state was anti-slavery or not. It was always about maintaining the balance. For every anti-slavery state there would have to be an arrangement to have a pro-slavery state.
