Very simple. Remember Japan was completely isolated from westerner culture during the 1850s. The US made several attempts to trade with Japan yet, they refused. While other nations were developing, Japan was falling behind both economically and socially. What japan did is adapt to western culture. they sent advisors to the US and various parts of the world to observe and went back to Japan to actualize it. But that meant that the social structures would have to be taken down and succumb to modernism. Therefore little by little the japanese feudalism began to break into little pieces little by little.
