Her proposed Constitution was radical providing changes from the Bayonet Constitution which would have granted rights of citizenship like voting to Asians and Native Hawaiians. Minority White American Rule would have ended. The Queen simply had to go or their profits might have been cut in half.
Finally no more Britain, no Queen to answer to, and no British Parliament to deal with if we want to change our Constitution. Of course actually stating that in the Constitution was too controversial so most Canadians believe they have a Queen, that Parliament answers to her Representative and that we are British. Blimey what was the point again?
there is no one bill that changes the constitution. depending on whether you want to change the state constitution or the federal constitution, you need to start out with the innitiative process. and go from there

It takes 2/3 of both houses of congress to amend the constitution and it is a complex process laid out in the constitution. The founders didn't want Willy-nilly reasons to change the constitution.
