No, because in 1898 the USA, the Filipinos' ally in gaining independence from Spain, had already accepted surrender from Spain. Spain then ceded the Philipine Islands to the USA, along with Guam, Puerto Rico and Cuba. So even though the Filipinos had already formed their own government with a prime minister (or president?), it was declared null when the USA now added a new colony in their imperial era.
