President Roosevelt did not ask congress to declare war on either Germany or Italy when he asked for a declaration of war against Japan the day after Pearl Harbor, December 8, 1941. Germany and Italy were allies of Japan in "the Axis" (the "Rome-Berlin-Tokyo Axis"). Under the terms of the alliance agreement Germany was obligated to go to war as an ally of Japan IF Japan was attacked, but NOT if Japan did the attacking. Nevertheless on December 11, Germany declared war on the US, followed a few hours later by Italy's declaration of war against the US. This was the only time during WWII that Germany actually declared war on another nation. Usually, they just invaded your country and let you figure out that you were at war.
