In 1789-90 France was undergoing a political and social upheaval that culminated in the French Revolution that threatened the position of Royalty and Clergy. As a result the remaining Monarchies started an embargo/blockade on France to protect themselves. Spain was an ally of France. Portugal continued to trade with England in spite of French protests. Finally France invaded Spain on their way to Portugal to enforce their demands. Then they replaced the Spanish government with a government more to their liking. The Spanish army was poorly armed and poorly led and the country was rife with partisan claims on legitimacy. The citizens however began a guerrilla war that harassed the French to the point where they ventured into the countryside at their peril. At this point England a England sent troops to Portugal and the Peninsular War began.
