The question as put does not make much sense. Obama, like all US Presidents, has to conduct a foreign policy. The US has allies and enemies. He cannot simply avoid having a foreign policy. That said, Obama has been accused of being disinterested in maintaining the typical US foreign policy of interventionism and having a strong presence throughout the world. Given his desire to avoid conflict at all costs in the Middle East and ignore clear threats to American security, the view that Obama is more interested in domestic politics rather than a robust foreign policy seems relatively clear.
