Because skiing - whether it be cross country or downhill - plays a tremendous part in Norwegian culture. The average Norwegian upbringing consists of learning how to ski at a very young age, and a large part of the population enjoys watching skiing as a sport. Thus, too coin this phenomenon, the expression 'Norwegians are born with skies on their feet' was made. The thought is that Norwegians are relatively phrone to learn and love skiing.
