Why won't it be? Although we say "Democracy" is the best form of government (some can argue if the US is really a democracy) it doesn't apply in all situations. With 1.3 billion people, sometimes it isn't best to say everyone should have a word on how they modernize.
Saying that though, communism as we have studied (Russian Communism) isn't what is happening in China. People are free to run businesses, get profit, etc.

Economically speaking China does not consider itself a communist (market) economy, rather a "socialism with Chinese characteristics", as of 1987 Chinese can with much more freedom practice a slightly controlled form of capitalism.

No the old so called Communist system the held Russia and its neighbours under its heel no longer exists. Russia is now ostensibly a democracy. however there is a lingering pall of corruption in Russian political affairs that makes it closer to a corporate dictator ship then a democracy. It will still take some time for a proper democratic culture to develop there.

Gorbachev pursued perestroika because it was also known as the end of the Communist Era, when he abolished Communism in Russia. Glasnost was pursued to further open up the political system in Russia.

Communism is a classless stateless society based on production for use, and would have to be a worldwide system. The Bolsheviks established a state capitalist system in Russia.
China was ruled by the so-called Communist Party after 1949, but it was not a Communist country. Communism means the abolition of the wages system and establishment of a classless society. China became state capitalist after 1949.
