Why won't it be? Although we say "Democracy" is the best form of government (some can argue if the US is really a democracy) it doesn't apply in all situations. With 1.3 billion people, sometimes it isn't best to say everyone should have a word on how they modernize.

Saying that though, communism as we have studied (Russian Communism) isn't what is happening in China. People are free to run businesses, get profit, etc.

Economically speaking China does not consider itself a communist (market) economy, rather a "socialism with Chinese characteristics", as of 1987 Chinese can with much more freedom practice a slightly controlled form of capitalism.

Who banned the communist party in russia?

The Communist Party of the Soviet Union was effectively banned in 1991 following the dissolution of the Soviet Union. This decision was made by the Russian government under President Boris Yeltsin, who sought to dismantle the communist system and transition Russia to a market economy and democracy. In 1993, the Constitutional Court of Russia ruled that the Communist Party had been operating illegally since its ban, further solidifying its prohibition. However, the party was later re-established in 1993 as the Communist Party of the Russian Federation, which operates legally today.
