When a parakeet is young, both males and females have a white or peach colored seer (the patch of skin around the nostrils). When they become older, it is easier to determine the sex of the parakeet by the color of the seer. Pink or reddish seer indicates female, where as blue or purple indicates male. Sometimes the seers on females can change intensity of red as well. from a light color to a deep red as well.

I don't think so. I read that adult female parakeets noses are brown and that adult male parakeets noses are blue. But, young female parakeet's noses are "bluish" and a young male parakeet's nose is pink.
