Mail could be landed and couriered quickly to/from London and elsewhere overland without waiting for the ship to beat its way up the channel to more northerly ports. These ship (the Falmouth Packets) operated a worldwide mail service and became famous.
In Victorian days it became a resort town, where it has prety much stayed since.
