The reason why Melbourne is called a sprawling city is because of the size of the geographic area the population occupies; ie. distance from the Central Business District to the urban growth boundary (outer suburbs still considered part of Melbourne), combined with the fact that a majority of the housing is low rise (single level).

This term is used to distingish from large cities where a majority of the population live in high rise apartments spread over a smaller geographic area. An example of a city which is not a sprawing city would be New York, or Singapore, and many Asian capitals.
