Probably because people yearn for a little mystery in their lives. Until there is absolute proof that 'Nessie' does not exist there remains a possibility, however faint, that it might. People want to believe that there still might remain somethings about this planet that we don't yet know. Likewise the belief in ghosts, ancient Martian civilisations, the Yeti, Sasquatch etc are largely based on wishes and a desire for mystery rather than on any so-called 'facts.'
