Why is Russia overpopulated?

The population is slowly shrinking. People die early in Russia. Men in their mid-fifties. The government is starting to encourage more than 1 child families with monetary incentives. Recently the government is starting to control drinking advertisements in the hopes of curtailing a drinking problem in Russia. Drinking and smoking are two big problems in Russia.

The Russia's population is decreaisng that is because more and more people drank alcohol than before and this cause the male life expetancy decreaed to 59 so less people will work in Russia and the economic will goes down pretty fast. The car accident happened very usual in the capital city Moscow. And since the population has decreased there's no good education and good healthcare, so the things is getting worser. But now, Pujin has promoted a plan that the people who born 3-5 children will get free houses and good healthcare. The family who has 8 children will have a chance to go having dinner with the president.
