Because it bothers a lot of people. And also because a lot of hitchhikers have been robbed, kidnapped, beaten, raped and murdered. If you see a friend, co-worker, neighbor or family member inside or outside a grocery store you can ask them for a ride home no problem. I don't think the cops will give a ticket or arrest you for asking a friend, a co-worker, your next door neighbor or a member of your family for a ride home. It's different from hitchhiking because you're in a grocery store or grocery parking lot instead of on the side of the road. And you ask them with your words instead of putting your thumb up. Another thing, a lot of hitchhikers have been run over by cars because they were standing on the side of the road.
