Why odisha government getting delay in including niari and kaibart caste in obc list and nither including niari in sc nor deleting kaibart from scwhat a joke?

odisha govt supporting kaibart to keep them in sc list but neglecting niari community as there is no strong opposition from niari community.in the poputation statistic kaibart community using the data of niari people and getting benifite but harashing niari since 2010.A strong rebelation is required against the violation of human right
