When another patch is displayed, the American flag is to be positioned in the superior position (right side) with the union closest to the bearers heart. This is titled as a "reverse flag patch" and signifies or displays the flag as moving forward! Many naturally assume that the flag should be worn in the position closest to the heart. This is true only when there is no other flag or patch to be displayed.

According to Army regulation 670-1, the U.S. flag patch is to be worn on the right or left shoulder so that the star field faces forward.
As a person wearing the patch on his right shoulder marches by a reviewing stand from the reviewing officers left, the flags would then appear to be "flying" in the aerodynamically correct direction.
If it is the 2 inch round patrol emblem (i.e. if they are the buffalo patrol) then it goes on the shoulder just below and touching the American Flag. I am not familiar with any other "Buffalo patch" that belongs on the scout uniform unless it is a"temporary patch" from a camp or othe revent that is hung or sewn to the right chest pocket.
If the soldier were carrying a flag, the flag would appear "backwards" when viewed from the soldier's right. Thus, the right side patch is backwards. It's the same reason that the flag is painted backwards on the right side of airplanes and other vehicles.
The flag is worn on the right shoulder as a sign of respect and honor, following military tradition and protocol. It is a way to display the flag in a way that shows it is moving forward and not retreating.
It depends on the agency's or department's unifiorm regulations. Some wear a patch on their shoulder - some on the chest - still others wear the flag as a pin on their uniform or attached to their nametag - some others do not wear it at all. .
traditionally a small American flag sticker on the back bottom of the helmet if you wish to sew a flag on the shoulder then just keep the stars towards the players front so most American flag patches would go on the left shoulder. a smaller flag sewn ont the front should go on the left side of the chest over the heart or sightly higher to avoid the unifoms letters or symbols
The proper way to hold an American Flag is over the shoulder or in the air, but not touching the ground.
