I'm not sure I really understand the question. The Arizona was in port, but it was an "active" ship with a full complement aboard (they were working on minor repairs) at the time of the Pearl Harbor attack. Where else would its personnel be?
That aside, the majority of those who died aboard the Arizona on December 7, 1941 did so all at once at 0806 local time when the forward ammunition magazines exploded. It wasn't a slow sinking where there was plenty of time to leave the ship (which was in shallow water and in fact in port, so swimming to shore wouldn't have been impossible); the interior structure of the forward part of the ship, and much of the forward sides, were destroyed instantly.
