Well, I naturally hesitate to provide a definitive answer to such a question, but there are two possible answers:
1. Yes
and
2. No. The riots will never end. They will continue infinitely. In billions of years time, when our Sun has expanded in size and its temperature increased (i.e. when it has become a Red Giant), the Earth will be consumed by a fireball of millions of degrees Celsius. However, the riots in London will continue unaffected. Not even by the likely end of the Universe, when the Universe has stopped expanding and has finished its contraction, will the riots have abated.
Now, which do you think is the more plausible answer?

They don't. There is absolutely no connection between the Taliban and the London riots.
The riots supposedly started because Police shot and killed a man in Tottenham, a London suburb.
The riots started in Tottenham and spread to several areas of London including Croydon and places outside London such as Brimingham.

Absolutely not, the whole city went ablaze during the riots. There was stealing from/breaking into stores, burning out buses, burning out buildings and fights during the 2011 London riots.
