Many over 21 clubs will host Teen nights where 18+'s and even 16+'s are allowed. Generally any club that is not Designated 21 and over will mark under 21's so that they are not served alcohol. Yelp and similar review sites are a good place to start a search for local teen clubs.

No one under 21 can be on a gaming floor. Under 21 can walk through a casino to get to a hotel room or elevator. (Like the lobby of a casino/hotel)
