yes. the Batangas DFA is located at the Batangan Plaza (Balagtas). you can call them at 63 43 722 0578.

you need to get a form at the office and every form has a schedule at the top, signifying the appointment that you'll be getting.

As of Jan. 30, 2011. You can just go to Batangas City DFA at the Batangan Plaza and the form is given out numbered. You have to have the NSO Birth Certificate, old passport or whatever else is required, file it after filling it up, pay for it (express or 20++days), get your DFA picture taken, and then come back for it at the specified stamped date on your receipt. BUT, this is by number on a first-come-first-served basis. They can only process "so much" in a day, so if you turn up no. 500 ... you might not be able to finish on the same day. I don't really know how many is their usual capacity in a day, but imagine 2 cameras taking pictures and noting down particulars, getting people to sign etc. in a day.....

If they have a sattelite office for Department of Foreign Affairs there then you can. If not, you need to apply personally in the nearest office.
