Normally Yes; your credit rating does not affect a passport application. Where you may have aproblem is that if you have any court judgments waiting and you may be considered a 'flight risk' (you might try and run away/leave the country) they court may put a stop on any application you make.
No I have really bad credit. I mean credit cards that have not been paid for years and I was given a passport.

J1 visa and the bad credit
When a Canadian moves to the U.S. their credit history in Canada is irrelevant. They will have no credit in the U.S. though, which can be worse than having bad credit. hi
They are completely seperate, though a US credit bureau can be pulled from Canada and vise versa.
No credit check for a passport.

no
Depends on the debt. Usually if you owe things like child support, alimony, and taxes they most likely will deny you a passport. I have never heard of being denied a passport for bad credit card debt.
Technically, no. The Canadian credit bureau does not share information with the US credit bureaus. However, a Canadian creditor can certainly check with a US credit bureau to check your credit history.
It depends on if your bad debts are with credit cards (then yes) or other kinds of debt (then not necessarily).
