It depends on which passport you have.

Red passport - bureaucratic passport, no visa needed.

Gray passport - official commission passport, no visa needed.

But red and gray passports are rare..

Green passport - If your salary is given directly from the government (like officers), you and your 1st degree relatives have right to have a green passport. You dont need visa up to 90 days.

Blue passport - Most ppl have this one. You must get a visa to EU and you get burst in papers till you get the visa..

YES, but it is an eVisa. Up to 3 months before entering Turkey (by air, land, or sea), the American citizen will go to the Turkish e-VISA website and enter all relevant information and pay $20 USD. A pdf will then be provided which must then be printed and shown to the border officials when entering and leaving Turkey,

Prior to 2014, US citizens could enter Turkey with a Visa-On-Arrival. At that time the American citizen would buy a VISA for 35 Turkish Lira upon entering Turkey (by air, land, or sea). That visa was a sticker that went into the passport. The Visa-On-Arrival is now no longer permitted for Americans.

Also for family visit or for education and etc. they need always visa to go to UK.

"Residency" is irrelevant; citizenship is what matters. US citizens need a VISA-On-Arrival. A person who has US residency but citizenship to a different country should ask about that country.
