if you are a good skater and you do lessons and professional training like me, when you are learning jumps, spins and lifts and tricks that are generally dangerous,then it can be quite unsafe, but you will know if you are ready for what you want to do. if it is your first time on the ice then be aware that you probably will fall over. Falling over at an early stage will take a bit of getting used to , and it may hurt, but as long as when you fall, you tuck your head and arms in,its perfectly safe. To make sure the ice is thick enough look at the colour. if it is nearly snow white you can skate or another way is to stand at the side of the pool and put one foot on it. :-) Also, you can get something as heavy as you (or very similar) and slide it on the ice. If it breaks, not good to skate on.
