The World Service Authority passport isn't a government issued passport, so legally it isn't acceptable for travel anywhere. However, some people have been able to use them to enter a country. The only countries that accept the passport outright are: Togo, Mauritania, Ecuador, Zambia, Tanzania, Burkina Faso.
All the countries accept Uruguayan passport since nobody has any issues with Uruguay. However, not all the countries have embassies or consulates in Uruguay; so you may need to obtain their visa (if you need one) by going to your neighbouring countries.
Nobody accepts a so-called 'World Passport'. The only passports accepted are those issued by recognised countries.
I am assuming you are a US citizen. The simple answer to your question is, no. International travel requires you to have a passport and in the case of some countries, a visa as well. Canada and, I believe Mexico, will accept a passport card
Yes. You need a passport to enter every country, but in some countries they do not accept certain passports.
Yes, bars may accept passport cards as a valid form of identification for entry.
Parliament's authority
Although you don't need a passport for immigration purposes, you should check with your airline what they will accept as photo ID. Some airlines only accept a passport or an European national identity card.

Lawfirms usually hold up service if there is a problem with the address information, but do not often cancel service. I believe payment would be required anyway with a sheriff. If you are the intended recipient, you have no authority except to accept service.
If the passport is past the expiry date, it is no longer a valid document and the DVLA will be unable to accept it.
Yes, bars typically accept a passport as a valid form of identification because it is a government-issued document that includes a photo and date of birth.
