Yes... Walt Disney did create Disney World, thus he was the original voice of Mickey Mouse, but, it wasn't his IDEA. His daughter and himself went to an amusement park and his daughter got the crazy idea that his father could be the next upgrade in animation and amusement. Then, once he realized how the outside world kept creeping onto his property in Anaheim, he decided to invest into a "Florida Project" in which he purchased large amounts of land under assumed names to get low property prices.
