No flag can be flown the American flag when on American soil.
Any state flag should be flown below or level with the US Flag, but never above it. If it is on the same level it should be on the right, this includes Texas. The rumor that Texas is the only state that is allowed to fly at level with the US Flag is just that a rumor and an urban myth.
The star that represents Texas is located in the far right vertical column. It is the star that is 2nd from the top. If you draw a rectangle shape with that particular star being on the left side of the rectangle, you will find that the Texas flag will appear within that rectangle. The Texas flag is always flying when a U.S. flag is flying. The Texas flag just happens to blend in to the U.S. flag until you place a rectangle around it.
