Are the Rangers and Green Beret both US Army Special Forces?

No you can only be one. When your in the 75th Ranger Regiment its considered a lateral move to go to Green Beret. Green Beret takes extensive training and to keep you fresh eventually they will send you to "Ranger School". It's mainly a leadership school but is meant for light infantry training. So in that since you can have the Ranger Tab and be in the Green Berets, but you can not be in the Ranger Regiment and be Special Forces.

No. You can attend SFAS and the Q Course without ever having been to Ranger School. You're not even required to have been in a Combat Arms MOS to attend SFAS - I know people who've been in food service, and have attended SFAS.

No. They are very different but special in essence. They both handle unconventional battles. The two forces specialize in different types, however.

Rangers take on the most brutal missions, as they are trained to fight in places the regular Army is too big to fight. Their missions are extremely high risk. They train to fight ANYWHERE on land and water. Their primary jobs are to fly into a battle and directly engage important enemies. They go through the Ranger Indoctrination Program or "rip". This is a course that introduces new soldiers to life expected of them and weeds out the unqualified. Next, the soldier go through about two more years of extreme survival training before being Ranger qualified. Less 30% of all students graduate Ranger school.

Special Forces deal with covert operations. They take on missions that may not be a good idea for the regular Army to get involved in or may conflict with civil interests, such as hostage rescue and assassinations. They are trained to get as close to the enemy as possible, study them, and eliminate them. They are trained to fight under tough conditions and are required to have a sharp mind. Many of the situations they may find themselves in require them to think outside the box. Note that a significant amount of Green Berets are qualified to be Rangers. Special Forces Selection is considered the toughest and most elite school in the Army.
