We do things that make us more available than any other branch... we are aboard ships that float the world. If anything ever pops off, a ship of Marines is near by and they've got enough stuff available to attack quickly and fiercely. Also, the president has to get approval to go to war, but technically he has the right to send the Marines on ANY operation that doesn't extend past 30 days. So if the Presidents feels it's necessary to take some kind of action, there's nothing stopping him from ordering Marines to do it. So long as the operation ends within 30 days, or he tricks the system by renaming the operation and starting the 30 days all over again. He can't IMMEDIETLY order the Army though, he needs to go through some kind of process to make that happen.
