Yes there certainly are regulations. If you are a member of the reserves, you may wear the uniform on appropriate occasions. If you have retired, or been discharged on medical disability, you are entitled to wear it. Otherwise, you are no longer authorized.
Simple answer, yes. I'm a Marine myself and I'd say about 80% of Marines take a date/girlfriend/wife. If your a noncommissioned officer or up it's more expected than someone who recently enlisted. If you're a young marine just make sure you straighten up those blues. Look good, first impressions are everything.

yes, my husband did. I heard that they started issuing them to enlisted though. I cannot speak for officers, but all enlisted Marines have to purchase their uniforms. It is taken from their pay on several of their first checks received. Their is a misconception that Marines get them free, Several years ago the Marines started including Blues with this initial issue. They also increased the amount a Marine had to pay to cover the cost.

You don't. If you are not a Marine or a registered Junior Marine it is illegal to wear any form of military uniform. If you want to wear dress blues outside the privacy of your own home then you must enlist in the Marine Corps, otherwise you could be caught, convicted, and become a felon.
